I'm sure that the mangers could successfully employ the Nuremberg defence if they were prosecuted.
How can the Healthcare Commission possibly claim that the "managers MISTAKENLY prioritised Government targets...."
Surely, obeying orders and meeting the targets is the whole basis of their job. I daresay that any who dared to divert resources away from the targets to perceived irrelevancies such as hygeine would have been removed and replaced by a jobsworth who didn't care how many died as long as targets were met.
The person who should be prosecuted is Patricia Hewitt.
