Your right on the money here. The instinct of the educational establishment will be to try and hold out for the next Labour Govt - though they will never say so. Hence any action needs to be bold and early and followed up ruthlessly. I can see the rapid merging of social services and what we used to know as Education happening, even in Surrey.
